November 12, 2025 - OPIOID SETTLEMENT FUND BOARD HOLDS PUBLIC MEETING

Directors of the OneOhio Recovery Foundation, a 501(c)(3) charitable nonprofit responsible for overseeing the distribution of 55% of Ohio’s opioid settlement funds, today held their November public board meeting.

To open the meeting, Chair Don Mason announced that Jim Quinn, the Foundation’s finance manager since 2022, would be retiring from that position at the end of the year. Investment Committee Chair Jim White and Audit & Finance Committee Chair Evan Kleymeyer each thanked Quinn for his dedication to the organization and joined the Board in wishing him well in his retirement. Chair Mason then announced that Iqbal Haider has been hired as the Foundation’s new Finance and Compliance Manager.

As its first order of business, Sarah Anstine, the Foundation’s director of partnership and outreach, introduced this month’s “Mission Moment” presentation, which highlighted the work of Ohio Recovery Housing (ORH), an alliance of individuals and organizations operating quality recovery housing across Ohio. Danielle Gray, ORH’s Executive Director, discussed the organization’s effective use of $110,000 in grants awarded during Regional Grant Cycle 1. The funding has already helped seven organizations make critical repairs at 12 recovery homes that support more than 100 individuals in recovery across the state. It has also supported ORH’s Peer-to-Career Program, which has trained 12 trainers and is now beginning to train over 20 participants to become recovery home house managers.

Executive Director Alisha Nelson then led Board members through a discussion of the Foundation’s proposed meeting schedule for 2026. Following this update, the Board paused its public meeting and entered executive session to discuss grantee contract and legal matters.

Resuming its public meeting, the Board voted to terminate the grant agreement with and pursue reimbursement from Single Parents Rock, underscoring the Foundation’s strong commitment to accountability.

“The people of Ohio, as well as current and potential grantees, deserve a clear, consistent and well-run grantmaking process, and accountability is essential to that,” said Chair Mason. “Everyone should know that the OneOhio Recovery Foundation is serious about accountability, and we will take the necessary steps to ensure that Ohio’s settlement dollars deliver real change by healing lives today and helping to prevent substance use disorders in the future.”

The Board also voted to respond to the Ohio Division of Cannabis Control’s Public Education and Outreach request for proposals, noting that OneOhio would be responsible for meeting the 10 percent match requirement if awarded the contract.

Following those actions, the Board then heard reports from:

  • Audit and Finance Committee Chair Evan Kleymeyer, who provided an update on the Foundation’s unaudited September financials, which the Board voted to approve. Chair Kleymeyer also provided an update on the Foundation’s 2024 990 tax forms, which will be filed with the IRS by the Foundation’s independent audit firm, SEO, and posted on the Foundation’s website in the coming days.

  • Executive Committee Chair Don Mason, who provided an update on the 2025 Board satisfaction survey review process. Chair Mason then turned things over to Board Secretary Keith Hochadel and Executive Director Nelson to walk through the updated Code of Regulations language recommended by the Executive Committee. Following the update, the Board voted to approve the updated Code of Regulations language.

  • Aimee Shadwick, the Foundation’s Director of Operations and Communications, who presented on behalf of Investment Committee Chair Jim White. Shadwick provided an update on recent money market investment and the Committee’s ongoing efforts to identify a long-term investment advisor for the Foundation.

  • Grant Oversight Committee Chair Tom Gregoire, who provided an update on the work underway to prepare for the upcoming Regional Grant Cycle 2 set to launch in December, as well as ongoing Regional Grant Cycle 1 monitoring and reporting.

The Board then adjourned until its next public meeting, to be held at 10 a.m. on Wednesday, January 14, 2026, at the County Commissioners Association of Ohio offices located at 209 E. State St. in Columbus.
