The OneOhio Recovery Foundation is committed to helping Ohioans get the information needed to fully understand the Foundation’s opioid settlement distribution process, as outlined in the OneOhio Memorandum of Understanding. What is the OneOhio Recovery Foundation?
The OneOhio Recovery Foundation is a private, non-profit organization created at the direction of Ohio’s state and local leaders through the OneOhio Memorandum of Understanding to receive and distribute 55 percent of the funds our state will receive from the pharmaceutical industry as a consequence of its role in the national opioid epidemic. The Foundation will work with local interests to support their drug treatment, recovery and prevention efforts and invest funds to support these efforts for Ohioans into the future.
Who serves on the OneOhio Recovery Foundation Board of Directors?
As an independent, non-profit corporation the Foundation is governed by a board of 29 experts and leaders from throughout Ohio, providing representation from 19 regions across the state. Eight board members are appointed by the Foundation’s metropolitan regions. Eleven board members are appointed by the Foundation’s non-metropolitan regions. Four statewide appointees are selected by leaders of the Ohio General Assembly. Five statewide appointees are selected by the governor and one statewide appointee is selected by the attorney general.

How is the OneOhio Recovery Foundation funded?
In an effort led by Ohio Attorney General Dave Yost and Governor Mike DeWine, state and local leaders reached an historic $808 million settlement agreement with the three largest distributors of opioids – Cardinal Health, McKesson and AmerisourceBergen. Distributor settlement funds are the starting point to provide badly needed monetary relief to local communities harmed by the opioid epidemic.
Additional settlement funds negotiated under the OneOhio MOU will also be managed by the Foundation, including opioid settlement money received as part of the Johnson & Johnson settlement announced in July 2021.
How are the $808M from the opioid distributor settlement funds being spent?
The opioid distributor settlement agreement, which is scheduled to be paid over 18 years, calls for a continuous annual flow of funding to help enhance prevention, treatment and recovery support services in the state.
The OneOhio plan provides a mechanism for the distribution of opioid settlement funds and outlines how those funds can be used. Specifically:
55% will be set aside for the OneOhio Recovery Foundation to develop and oversee the funding of short-term and long-term planning and supports that local communities need to continue to address this crisis.
30% of the funding will go directly to townships, villages, cities and counties in Ohio to support community recovery and address the immediate needs of residents. These direct payments are separate and distinct from those managed by the Foundation.
15% will go to the State of Ohio, to be used to leverage statewide buying power to offer prevention, treatment and recovery support services.
The Foundation can also receive private donations which would not be subject to the settlement terms.
How can OneOhio Recovery Foundation’s settlement funds be used?
Opioid settlement funds can be used in accordance with a defined set of Approved Purposes and a comprehensive list of opioid remediation strategies that were negotiated as part of the litigation settlement. This includes the funding of programs that address prevention, treatment and long-term recovery; criminal justice; and public awareness expenditures that promote the overall health and well-being of Ohioans. Funds can be used for both regional projects and statewide programs, innovation, research, and education. The OneOhio plan ensures that these funds are preserved and flexible over time as a way of helping combat the ever-evolving drug problem.
When will OneOhio Recovery Foundation’s opioid settlement funds be disbursed?
The OneOhio Recovery Foundation Board is currently developing the policies necessary for the disbursement of funds and recently established a grant oversight committee that will develop the criteria, application and award process. Once grant making policies are in place, 19 regional boards will make submissions to the Foundation board to fund projects across different sections of the state. The Foundation board will determine the amount and timing of funds to be distributed as regional shares. Projects approved by the Foundation board will receive funding directly from the Foundation in accordance with the regional allocation (or a portion thereof depending on the cost of the project).
Who will make decisions on how to use the funds from the Foundation?
For a region’s share of the Foundation’s allocation, each region is given the responsibility to make submissions to the OneOhio Recovery Foundation Board on how and where to direct regional funds within the region. Each region has its own advisory board or similar structure to ensure all stakeholders have input and equitable representation regarding regional decisions, including representation on the Foundation board and selection of projects to be funded from the region’s share.
Will any addiction and recovery experts serve on the board and/or guide funding decisions?
Yes. The board includes many members with lived experience and professional experience with substance use disorders. Additionally, a nine-member panel made up of addiction, pain management and public health experts will be appointed to advise the Foundation on funding recommendations.
How will the public be kept informed about the OneOhio Recovery Foundation efforts?
In pursuit of its mission, the OneOhio Recovery Foundation is actively developing the tools necessary to ensure transparency and make its resources for relief and recovery available across the state.
